MEET DAVID OWEN

Delegate David Owen represents Virginia’s 57th District in the House of Delegates and comes from a proud lineage of Virginians. Raised in Henrico County, David attended Tucker High School and graduated from the University of Virginia with a B.S. in Civil Engineering.

David’s father, Bill, dedicated 40 years to the Highway Department (VDOT) and continued his service at the General Assembly for another 25 years after retirement.

Bill Owen began his first job at eight and clerked his last committee meeting at 91. This profound work ethic greatly influenced David, instilling in him a commitment to service that guides his role as your Delegate.

David began his career as a construction engineer with Texaco USA, where he met his wife of 33 years. Transitioning to residential construction, he became part-owner of Boone Homes in Richmond. After selling the company, David dedicated his time to serving the Commonwealth.

Active in the Richmond Home Building Association and the Home Building Association of Virginia for over 20 years, David served in various leadership roles, including President in 2021. His extensive experience dealing with local government and advocating before the General Assembly equipped him early with a deep understanding of legislative processes and the challenges faced by businesses and individuals due to government regulations.

Inspired by his father’s lifelong dedication to public service, David is committed to giving back to the Commonwealth. As your Delegate, David focuses on reducing red tape, supporting small businesses, and providing common-sense, bi-partisan leadership on the issues that matter most to Virginians.
